Separate provincial taxes

Three western provinces run their own retail sales tax alongside the federal GST: British Columbia and Saskatchewan call it PST, and Manitoba calls it RST. Quebec’s QST works differently enough to deserve its own page.

In all of them, both taxes are calculated on the price before tax and then added together, so nothing compounds. Two lines on the receipt, two separate tax authorities.

The part that costs businesses money

PST and RST are retail sales taxes, not value-added taxes. There’s no input tax credit mechanism, so for most purchasers the tax is a real cost that belongs in your pricing, not a pass-through you recover on a return. Businesses moving from an HST province are often surprised by this.

Registration is per province

Each province administers its own tax, with its own registration, filing schedule and portal, all separate from your CRA account. Selling into a province can trigger an obligation there even without a physical location.

Different lists, different rules

Exemptions and taxable services vary by province, and Saskatchewan in particular requires self-assessment when an unlicensed out-of-province supplier didn’t collect the tax. Pick a province above for the specifics.

Common questions

Which provinces charge PST?

British Columbia at 7% and Saskatchewan at 6% charge PST, Manitoba charges an equivalent 7% tax called RST, and Quebec's version is the QST. Each is separate from GST.

Is PST charged on top of the GST?

No. Both are calculated on the price before tax and then added, so neither compounds on the other.

Can I claim input tax credits on PST?
