How HST works here
Newfoundland and Labrador is a participating province: the provincial portion is folded into the federal GST to produce one harmonized rate, administered by the CRA. In practice that means one calculation, one tax line on the invoice, and one return.
Adding and reversing
To add tax, multiply the pre-tax price by the rate. To work backwards from a tax-included total, divide by 1 plus the rate. The second calculation is the one people get wrong, because subtracting the rate from the total takes off too much. The tax was calculated on the smaller pre-tax figure.

Registration is generally tied to the small-supplier threshold: $30,000 in taxable revenue measured over four consecutive calendar quarters. Registering voluntarily below the threshold is allowed, and it lets you claim input tax credits on business purchases, which can be worth more than the administrative cost if you buy a lot of taxable supplies.
